While remembered especially for his interest in adult education - and frequently representing the LA at the meetings and conferences of their societies - he was also responsible for an outstanding new branch at Leytonstone, opened in 1934, which was unusual then in being built over a block of shops. He established UNESCO's pilot public library project in Delhi in 1951 and was LA President in 1956 and made Honorary Fellow in 1964. He was Chairman of the LA Committee appointed to consider the McColvin report and which produced The public library service: its post-war reorganisation and development; proposals by the Council of the LA (1943), and subsequently a member of the Roberts Committee. He had earlier been responsible for the chapter on the West Riding in the LA's 1938 Survey of libraries.
